Multnomah County: A comparison of Measure 37 and 49

Now that last month's election has been certified, the precinct by precinct numbers are available. These numbers show how many people voted for or against an item, how many over voted, and how many under voted. Using these numbers, I've looked at Multnomah County and put together comparisons of how Measures 37 and 49 did in the county.

In 2004, 69 of the county's 127 precincts voted for Measure 37 and 57 against (there is one precinct in the county with 0 voters).

Last month, only three of the county's precincts voted against Measure 49. Thirteen precincts voted more than 90% in favor of M49 - the highest no vote on M37 in 2004 was 77.78%. There were 65 precincts that voted at rates higher than that in favor of Measure 49.

The differences in how people voted in 2004 in comparison to last month were quite extraordinary and is best seen in a series of maps I've put together:

On the left side is the results for Measure 37, and on the right results from Measure 49. Those marked red on the left voted yes for Measure 37; those on the right voted no on Measure 49. The difference is amazing. In 2004 it was basically inner and west Portland that voted against Measure 37. Eastern Portland, North Portland, and east county all voted in favor of Measure 37. But last month, it was basically some of the unincorporated areas in east county that voted against Measure 49 - everyone else saw the benefit of making changes to Measure 37.

It gets even more striking when you look beyond just the "yes" and "no" votes and look at the percentages of the "yes" vote in 2007 and the "no" vote in 2004.

On the left, only those areas in light green and dark green voted 50% or more against Measure 37. Those in red, orange, and yellow voted for Measure 37.

On the right, only those who are in red voted against Measure 37. There was such a range in the "yes" vote that I had to add three additional colors - light blue, dark blue, and purple. You'll see that there is very little orange on the map as well - those are the precincts with a "yes" vote between 50% and 59.99%. Only four precincts fell in that category. The bulk of the county voted more than 60% in favor of Measure 49.

It really goes to show that the people really spoke up on this one in saying that Measure 37 was flawed and was being taken advantage of.

It's going to be very interesting to see how the abstracts look across the state.
