Vacancy in Senate District 22

Margaret Carter, Senator from District 22 in North and NE Portland, is resigning to take a position with the Oregon Department of Human Services, effective August 31st. What ensues is a two step process to appoint a Senator to her unexpired term.

The Process

The summary is that there will be a nominating convention of the Precinct Committee Persons from the precincts in SD 22. (District 22 includes House Districts 43 and 44.) They will nominate a minimum of 3 and a maximum of 5 willing and eligible candidates, and that slate will be forwarded to the Secretary of State's office, where they will be checked to confirm their eligibility. That list will then be forwarded to the Multnomah County Board of Commissioners who will make the appointment. As Chair of the Multnomah County Democratic Party, KC Hanson will chair the convention. The convention must complete its work and forward its slate of nominees to the Secretary of State by the 20th of September.

How to File to be Considered for Nomination for the Senate Seat

Anybody interested in being considered for nomination to fill the Senate vacancy must file form SEL145a, a Statement of Democratic Nominee’s Willingness to Serve, with the Democratic Party of Oregon by close of business 24 hours before the convention starts. 

The filing deadline was 5:00 pm on Wednesday, September 16. 

The following candidates have filed and qualified:

Gary Hansen

Jim Robison

William (Chip) Shields

Fred Stewart

Harold Cleophas Williams Two

Prospective candidates must meet the minimum requirements to hold the office. Those include being a registered Democrat for at least 180 days before the effective date of the resignation, living in the district for at least one year prior to the date of appointment, and not being under the control of the Dept. of Corrections.

The convention will be held the evening of Thursday, September 17 at PCC Cascade Campus Gym, 600 N. Killingsworth St. in Portland. The convention will be officially gaveled to order at 6:30 PM; doors will open for credential verification by 5:30.
