Proposed Bylaw Amendment

for vote on January 12, 2006*

MOTION

I move to amend Article V, Section 1, Subsection A (Boundaries) as follows:

The PCPs residing in Multnomah County shall, in a meeting of those PCPs at the organization meeting, elect a District Leader and Assistant District Leader(s) for the District(s) as follows:

1. State House Districts entirely within Multnomah County (36, 42, 43, 44, 45, 46, 47, 49 and 50) shall each organize individually;

2. State House Districts 27, 31, 33 and 35 shall organize together;

[3. State House Districts 31 and 33 shall organize together;]

3. [4.] State House Districts 38 and 41 shall organize together;

4. [5.] State House Districts 48, 51, and 52 shall organize together.

Until the PCPs in House Districts 31 and 33 meet to elect a District Leader, the Assistant District Leader for HD 33 may serve as Acting District Leader.

RATIONALE

House District 33 covers the area north of West Burnside and west of the Willamette River. House District 31 borders House District 33 on the north. HD 31 consists of only two Multnomah County PCP positions on Sauvie's Island.

With high-rise condos in the Pearl District, River District and other areas, HD 33 has enjoyed explosive growth. Population continues to increase rapidly. By necessity, people in those condominiums are organizing themselves with condominium associations and neighborhood groups. That area of Multnomah County now has a rather distinct identity and strong networks within the neighborhoods. HD 33 is an area of great opportunity to recruit PCPs, volunteers, and financial contributors. We need a resident District Leader dedicated to HD 33 who knows -- and who can utilize effectively -- the existing networks and, otherwise, work their own neighborhood.
